Same people who write all bills: Lobbyists and Congressional staffers.
As soon as this bill is received in the Senate, it should be referred to the floor under emergency procedures for immediate up or down vote. Don’t debate it or offer amendments. Just force the Democrat Senators to go on record on the exact proposal. After it is rejected, pass a bare bones bill and tell Nancy to take it or leave it. Stop catering to her insanity.

You really have no idea how cunning Pelosi is. She loaded this bill specifically so Republicans can reject the outlandish crap but she will "settle" for what she really wanted to begin with. She is arguably Trump's equal in terms of matching wits in all of the Democrat Party.
McConnell is already going to negotiate because Pelosi "backed down" after Trump's veto threat. She's going to remove the crap that she knew wasn't going to pass and was only put in there to feed her nutty base.
McConnell is going pass a slimmer version of the bill and then brag about how Republicans fought to cut wasteful spending when in reality they will pretty much give the Dems what they wanted and Trump is going to sign it because he's gotta give businesses and the people some type of relief.
