I thought the same thing — that Barr wasn’t going to release it. Looks like he changed his mind.

Barr said, the documents belong to the DNI, and it’s up to him to release them, which he has just done.

DOJ said that DNI owned the unmasking information, and that the DOJ would not release it, but the DNI was free to do so.

Ric Grenell then released it.

Barr didn’t release it. Grenell gave it to Barr, but Barr didn’t do anything, so Grenell released it himself.
