Yes, but if the powers to be deem that the public is taking too much freedom or the economy is coming back too fast, they will immediately clamp back down, (close the beaches, parks, state wilderness/camping areas, etc.), in order to get them back in line. It’s like when mom takes the TV away because back talked her.
