President Barack Hussein Obama says the DoJ’s decision to drop all charges against Lt. Gen. Michael Flynn upends the rule of law, something members of his administration, presumably under his instructions, routinely violated, in particularly by illegally unmasking and disseminating Flynn’s name to the press and the world, setting him up in the first place for persecution and prosecution. What they did is a felony that must be punished. And they did it with Obama's knowledge and consent.
We know Obama was calling the shots. We knew it from the text messages between disgraced FBI agents and lovers Peter Strzok and Lisa Page saying that POTUS wanted to know everything they were doing. This matter began as a supposed counterintelligence investigation and such investigations are always conducted for the benefit of and with the approval of the President of the United States.
We know Obama was calling shots from the Jan. 5, 2017 White House meeting between former FBI Director James Comey, himself a serial leaker and liar, former Deputy Attorney General Sally Yates and Obama:

This entire effort is too complicated for one human man or woman to pull off. The DNC, Hillary, and the entire cabal are nothing more than disciples of Satan.
Barack Hussein upended the rule of law on the day when he pretended to take the Oath of Office and then occupied our White House, and he systematically worked to destroy and destabilize our country for eight terrible years. I thank God every day that President Trump has started to undo the terrible damage inflicted during that national disaster.

Obama wanted revenge. Nobody criticizes little barry and gets away with it.
Were Hill and Billary involved? I’d bet your next 3 paychecks on it. They took over the DNC so Hillary could run, against little barry’s wishes, (they HATE each other) after stompy feet left the DNC deply in debt. In secret, of course...
Flynn made the mistake of telling the truth on national TV. And little barry wanted revenge...
I never knew just WHY all this happened to Flynn, till I found those statements referenced in this book.

The question presumes there is a "food chain" where "orders" are given.
It is not at all clear such a thing exists.
To me, it looks more like a "group think", organic ideololgy, where members of the group know what to do and when to do it, primarily by the responses of other members of the group and the party organs (legacy/progressive media) give strong guidance about what is desired, and or permissible.
A direct heirarchy is not necessary for coordinated action. In the case of leftists, a direct heirarchy is what happens over time.
As for groups people who Obama would wish to favor over the United States, there are the Chinese communists, the Islamics, anyone outside the Western world, George Soros organization, many others, all competing to influence the President of the United States.

Michael Flynn should just buy a law firm. He is going to have trouble keeping track of all the people that he can sue.
That vain Rush Limbaugh keeps saying how 0bama will not get indicted or prosecuted. That may be true...but that doesn’t mean he is immune from being sued personally. And I think state-RICO laws/remedies could be available as well.
I wish General Flynn well and would be really happy to see him join the Trump administration.
Best outcome for General Flynn and his family MIGHT be to have every-last-one of these various a$$-wipes who attempted to destroy him get in line with their offers to compensate him for the damages caused, and issue statements acknowledging their guilt, etc.

I hope the Flynn family enjoys the next few months and can get back to some normalcy.
It may have been more a matter of everybody hating Trump and everybody thinking there was damaging information on him and his campaign if only they dug hard enough.
