ummm... the National Guard IS the citizenry.

And probably very sensitive to illegal orders being made against their families.

Military members have an OBLIGATION to not follow an illegal order from a superior officer.

the Guard acting in the capacity of crowd or riot control is distinct from the citizenry in its duty, which it showed graphically against the citizenry at Kent State...I’m not saying that they are going to be mobilized, or that they will act with violence against citizens; you’re probably right, they would refuse an order to fire upon them...
