Before you go the distance and become convinced that it has merit, consider the following questions.

1. How long will $15k be worth $15k?

2. Where will the money come from?

THe plan would be to take if from all the piecemeal charity programs. In the end, a person wouldn’t necessarily get more from the government, they simply wouldn’t have to fill out a million forms and work with a dozen agencies.

Every single person gets it, but then taxes will likely be raised so that those who didn’t get help before, will pay additional tax equivalent to the payout. So for most of us, we’d get $15,000, and then pay if back to the government.

But when you fall on hard times, you still have this base pay, enough to hopefully still pay your insurance and living and buy food.

It is an interesting concept, once you have decided that there’s no way to get rid of welfare.
