Any of those that heeded the call and remained in the state for longer than 14 days are liable for the state’s income tax.
New York Gov. Andrew Cuomo confirmed on Tuesday that healthcare workers who traveled to New York to help fight the pandemic will have to pay state income taxes because the state can’t afford to be generous amid the pandemic-driven economic fallout.
Cuomo said the financial stress New York State is under due to the pandemic means it cannot afford to give a tax break to the thousands of healthcare workers who came from out of state to assist with response efforts.
Samaritan’s Purse, a nonprofit that built a temporary hospital in Central Park to help with relief efforts, told Pix11 he found the idea of out-of-state volunteers having to pay the state’s income tax shocking.
“Our financial comptroller called me, and he said, ‘Do you know that all of you are going to be liable for New York state income tax?’ I said, ‘What?’ [The comptroller] said, ‘Yeah, there’s a law. If you work in New York State for more than 14 days, you have to pay state income tax,'” Isaacs said.

I know that professional athletes deal with this when they play in a state with their own income tax. It’s part of the reason they all have accountants.
The FUN PART for the health care workers is that they now have to fill out 3 tax forms next year (their home state, the feds, and now NY).
Real nice of him - but look at the BRIGHT SIDE, if the IDIOT Republicans have half a brain they could club him over the head for this move after he takes out Biden and replaces him against Trump.

Make that 4, New York taxes AND New York City Taxes.
They want your money. You are good to them only for your money. Avoid having anything to do with new york.
In 2006 my wife and I drovr through multiple states looking for a place to live. For a stretch about six to eight weeks we had our mail sent to my brother in Maryland who would then UPS it to us every couple of weeks.
After we bought a home and settled in Kentucky we got a letter from the state of Maryland saying we owed them state income tax. The wording was interesting, it said it said essentially, you owe us state income tax unless you can prove you were not residing in Maryland for those six to eight weeks.
And California requires cities to pay sales tax. A state IRS agent told me it was my responsibility to know the law and the company was liable plus a fine. We stopped selling to CA cities because they refused to pay the sales tax.
Always.....and take it anyway they can.

They didn't "donate their time." They were paid, and pretty well, too.

Then, Cuomo is even bigger fool because his comments made it sound like he could.
There are trying to apply New York taxes to income made outside of the state. In other words, one could be working for free in New York and still be subjected to New York taxes.

Even though the state government asked thousands of people to come to New York from out of state to help fight coronavirus, they will have to pay New York state taxes, even on income they might make from their home states that they're paid while in New York.
Why the hell are you defending Cuomo? He's the one that implied the tax would be waived if the state got a Federal bailout.
Cuomo : If you do not die from my incompetence and not allowing you to be treated by known medicine that works then I will take your money.
