After reading this, I understand WHY Cuomo is saying this now....because he just ORDERED Public Transportation to be cleaned daily. It should have been started on Day One.
In other words, I think he's just plain lying and these are NOT people in total confinement.
The one thing that NYC has that no one else has is a monstrous Public Transportation system.
