A disturbing video posted to social media that appears to show a uniformed Los Angeles Police Department officer whaling on a man being detained has prompted an internal investigation for misconduct and excessive use of force.
Sorry he is not detained. His hands are not cuffed. That was why they flurry of punches were tossed. He whipped his hands from behind his back as the officer was trying to cuff him.

The Mexican cop will be off the force within a month and the department will be making an offer on this to the black guy in the same time frame.

You must have watched a different video then me. Looks to me like he was complying, with his hands behind his back, and didn’t even try to fight back when the ‘cop’ started wailing on him.
All I could hear was, “Get on the ground,” with swearing from the cops, which the guy didn’t do. Copper didn’t like that. Big Time.
My initial response was indeed incorrect.

A lot depends on what his partner says. But the video does not bode him well for sure.
