indeed ... states like Colorado have no state police force (just a highway patrol for the highways), so all law enforcement is up the local LEOs, either county sheriff’s in the unincorporated parts of the counties, or the LEO’s in municipalities, where said municipal LEO’s are not independent agents like sheriffs, but are controlled by their municipal government ...
in Colorado, for example, the Dem gunlaws from a few years ago were essentially nullified when all but a very tiny number of sheriffs said they refused to enforce those laws, so that was pretty much the end of that ...

because municipal LEO’s are not free agents like sheriffs who are elected by the county voters ... municipal LEO’s are employees working for municipal governments run by elected ciy councils, and must do as they are told or be fired ... only the voters can fire a sheriff ...

they lost the court cases but refused to enforce the laws anyway, effectively nullifying them, because as you well know, Colorado does not have a state police force, just a highway patrol to patrol the highways ...
