After 120 years, why start now? The filth and stench are part of the charm (getting mugged used to be a big draw, too). Isn't that what tourists go to NYC for?

The original ordinance against spitting in the subway, cars, stations, platforms, tracks was in response to the Spanish Flu. But the subways still ran 24/7.
