Well they stole the house in 2018. Half a dozen repubs in Cali won on election day only to lose within a few extra days of ballot harvesting. One or two in other states as well. No one got upset, nothing got ugly. GOP, RNC and repubs in general were silent about it. Trump too.

That was the test case in California, for 2020 they have rolled ballot harvesting out nation wide, especially Rust belt critical states Oh,Pa,Wisc,Mich
