I think the US could benefit from adopting the Singapore method of flogging, on in their case, caning. Its primary use would be against unrepentant repeat offender public nuisances.

For example, those who frequently expose themselves in public while targeting children. Those who defecate on sidewalks, defile publicly sold food, commit acts of voyeurism, etc.
