The Navy recommended to Defense Secretary Mark Esper that Capt. Brett Crozier be restored to command of the USS Theodore Roosevelt aircraft carrier on Friday, according to an administration official.
Esper was not prepared to immediately accept the recommendation from Admiral Michael Gilday, the Chief of Naval Operations after being briefed on the investigation into the circumstances around Crozier's removal, telling top Navy officials he wanted more time to review their recommendations, two defense officials told CNN.
The defense officials told CNN that the Navy intended to announce its recommendation at a press conference Friday afternoon but it was canceled after Esper did not immediately endorse it.
They added that the expectation had been Esper would accept the recommendation.

Now. The question becomes do you believe the Washington Post or do you believe SECNAV Modly who has been publicly disgraced and fired? Do you believe this liar or that liar?
As we know President Trump got involved. As we know the department of the Navy has been humiliated over this incident. Crozier was right. The Navy ignored the ongoing coronavirus emergency on board. Captain Crozier should be reinstated.
CNN and Washington Compost have NO credibility. If theses two FAKE news outlets say that SECNAV MODLY released the story, I WILL NOT believe them!
Reinstating Crozier will not be a good move! He violated a sacred principle of the Chain of Command. That CANNOT be tolerated!
SECNAV Modly was way off base with his criticism of Capt. Croizer.
It was a proper firing of Capt. Crozier and a proper firing of Modly.
I guess we’ll have to agree to disagree!
