We now know that assumption was false. Modly (or another one of his superior officers) “informed the world”.
There’s a good chance that the reinstatement came via the Commander-in-Chief.

The irony is - the ship wasnt even crippled or close to being so. out of 4800 sailors aboard a crowded ship, a total of 660 tested positive for coronavirus, and 60% of those had no symptoms. A total of 5 went to sickbay/hospital - and one died.
Crozier cried wolf, and somebody (himself?) then leaked it to the press.
