Rush is correct: Trump was just thinking out loud about how scientists might re-purpose existing resources or knowledge to fight the corona virus. He wasn't suggesting that people drink Lysol.

He was wondering what any intelligent person - other than a Trump-hating journalist - might be wondering. Although a layman, he was thinking like a scientist, although obviously without a scientist's ability to do the actual science. And he was not claiming that ability.

The idea that substances or procedures harmful in some forms can be medically useful in others is not a new idea - it is the basis for vaccines, radiation treatments, x-rays, and surgery itself.
