Usually it depends on the fraction... if less than 0.5 then you round down. Greater than 0.5 you round up

Gas advertised at 1.099 and we have been conditioned to say gas is down/up to 1.09, when in reality it is 1.10 ala the ‘fraction fairy’...

Still, if you are working in important measurements, it depends on the required decimal point precision for the item to function properly across its manufacturing process variability.
