Shame them. Shun them. Ostricize them in the community.

I have seen several versions here is one.

Police Officer's Oath The widely used oath embraced by the International Association of Chiefs of Police reads, "On my honor, I will never betray my badge, my integrity, my character or the public trust. I will always have the courage to hold myself and others accountable for our actions. I will always uphold the Constitution, my community, and the agency I serve."

Texas police officers code of ethics.

CODE OF ETHICS AS A LAW ENFORCEMENT OFFICER, my fundamental duty is to serve the community; to safeguard lives and property; to protect the innocent against deception, the weak against oppression or intimidation, and the peaceful against violence or disorder; and to respect the Constitutional rights of all persons to liberty, equality and justice.

Regardless of the exact text or whether its an oath or code of ethics, etc. A policeman is an officer of the state and duty bound to follow our Constitution and are ultimately personally responsible for their actions and if given a directive that they believe is illegal or unconstitutional they should not do it. “I was just following orders” does not cut it. Ask yourself as a citizen and collectively the boss, would you expect anything less from those we empower to serve and protect our communities?
