One does not just proclaim themselves the world leader, it is bestowed by others.

A world leader is someone who has power either to build or destroy. France has neither.

California, a single state, has a larger economy then France.

France does have a military but it does not have the means to project that military force outside her own borders (without help from others).

Finally, you have to be either feared or liked, and once again Macron is neither. He has not even been able to resolve the “yellow vest” strikes that been going on for a year.

So no, Macron will never be considered a “World Leader”.
