She did not LOSE her law license. It's just not active.

Unless I register every three years and perform the mandatory education requirements for that term, I can't practice but I am still a licensed XXXX XXXXXXXX in this State.

If you're a Doctor, you're a Doctor for life. If you're a Lawyer, you're a lawyer for life. It's all about registration and education.
