In the Civil War, Lincoln went around the Appropriations Clause and funded the emergency money needed. Trump should do the same in this emergency.

Good point. I think that the Civil War is actually about the closest comparison we have. In this case, its the West Coast, the Northern Midwest and the NE states thats are essentially seceding, violating the Constitution and taking over powers that they dont have.
While I live in the South now and have always thought that Southern states had some points to make and were cynically manipulated by South Carolina into pledging allegiance to slavery and the SC way of life, Lincoln needed to do what he did.
