President Trump threatened on Wednesday to take the unprecedented step of adjourning Congress with his executive powers so he can make recess appointments of stalled nominees.
Speaking at the daily White House coronavirus task force briefing, Mr. Trump said his administration has been hamstrung by a lack of personnel because Senate Democrats have held up nominees.
He criticized the Senate and House for holding “phony” pro forma sessions, instead of adjourning, which prevents him from making recess appointments.

Not only is it perfectly legal for a president to adjourn Congress but very much needed in these times and in the future to make appointments and enact laws.
Read the Daily Beast article - they lay it out pretty good on how to accomplish the “disagreement” especially with the Senate controlled by the Rep. From the article: “all that would take is for the (change to Republican) Democratic-controlled Senate to force a “disagreement” with the House about when Congress should adjourn.
Not really. In that case the Supreme Court ruled that the Senate cannot be called back into session by the house. If Trump calls the Senate into recess, Nancy cannot bring them back in. And his recess appointments will stand
I think you misread that decision. If POTUS tried what Obama tried, same result. Obama never exercised Art 2 Sec. 3, if POTUS does it will be a first, and then he clearly has the authority to use recess appointments.
