Cuomo actually said, “I am issuing an Executive Order today that all people MUST wear a mask or face covering in public in situations where social distancing is not possible”.

For example, if you are on a train, in the subway, on a crowded Manhattan street then the order would apply.

The headline is a bit misleading.
