You are either very naive or delusional, thinking that it won’t be downloaded into your phone without your knowledge in the not too distant future.
Just like location on your phone, it is still sending that information, it’s now cell phones WORK, for crying out loud. At least three towers are talking to your phone as long as it has battery power. Even when it’s off, the towers can locate you.
Only a dead or removed battery prevents that information being transmitted.
Doesn’t matter if it winds up on your phone. It is not actual tracking. It’s an API for an app. An app which so far doesn’t exist. And which you won’t have to get.
I can’t speak for Android but Apple requires you to say “Ok” with thumbprint or face id before anything is downloaded.
It is the keystone to their security system.
If they turn that off, Apple iphone security is gone forever.
It is HIGHLY unlikely Apple will do this.
This is why MS security is so bad.
MS allows the system to execute downloaded code without your knowledge.
“Just like location on your phone, it is still sending that information, “
Without the APP enabled and Bluetooth running there is no data to send.
