I briefly was employed by a certain life insurance company which marketed waaay overpriced policies to very poor people, mostly blacks, in mostly rural areas. (Think dilapidated single wides, rutted dirt roads, scrawny dogs.)
The main selling point was that, like ballot harvesting, the agent would come to their house & PICK UP the premium payments every month!
These customers had no difficulty getting to town to purchase cigarettes, liquor, & lottery scratchers—the evidence was always in their trash— but purchasing stamps & paying bills seemed to slip their minds.

Being an efficient person, I noted there might be easier ways to do things.
I quickly began to express annoyance at wasting MY gas, returning repeatedly to collect from people who weren’t home or didn’t have the money right now.
I noted these customers had rural mailboxes RIGHT AT THE END OF THEIR DRIVEWAYS, BY THE ROAD! They could put their payments in their own mailbox, for the postman to pick up & deliver! I suggested REQUIRING all payments be mailed!
I even suggested GIVING them stamps! CHEAPER than my gas!

But, as it was pointed out by my superiors, these people would lose their stamps, forget to mail on time, & mostly didn’t have checking accounts anyway, they used cash. So we agents had to drive out to collect— repeatedly. No other way.

Soon I began to notice this process could be quite advantageous to unscrupulous agents. They could simply pocket cash & “forget” to record receipt in the book. This would result in lapse of policy.
Not to worry!
Simply rewrite a new policy the following month, collect again, and all was good. If customer even noticed, claim “mistake,” apologize, & give ‘em a “free” calendar.
The key was, the agent couldn’t steal from & lapse the same customers too often. That might be questioned. It was important to rotate the thefts.
And of course, the premiums paid for these $5000-8000 “burial policies” could have purchased $50,000-100,000 life policies elsewhere.
But these customers didn’t shop around, & anyway, those other companies didn’t do pickup.

As I began to catch on, I raised objections to all this & was deemed a troublemaker, told to get with the team or get out. I left.

The reason for this rambling rant is, ballot harvesting would work in much the same way & target the exact same demographic.

It would take advantage of poor, ignorant, & lazy people who want everything done FOR them.

All that’s really needed is names & addresses on the forms. The caretakers will take care of the rest.
Ballot harvesting would be directed at those who normally have NO CLUE when election day is, who’s running or what they (really) stand for, and even less clue they’re being manipulated & ripped off.

Turn in just enough ballots, divert just enough to fly under the radar, & profit bigly. The pawns being used in this scam won’t be paying attention, as long as they’re being taken care of.

Its worse than that if they require mail in voting.

The Republican ballots will simply end up in the trash.

Their is no chain of custody for the ballots or any type of voter identification in this system. At that point the US is not longer a democracy or republic of any sort.
