Actually he does, read Article 1 section 9 again if you must. Not only that, but he has a Real Big Hammer to clobber recalcitrant Politicians in the various States that think it is just fine and dandy to "Suspend the Constitution" and the Rights secured and Protected by it. THEY DON'T, Read Article 1 section 9 AGAIN!!!

For two weeks they badgered him to declare a federal lockdown and override the Republican governors who weren’t issuing state wide ones. Now that there is the slimmest chance he would override a Democrat governor, suddenly he’s a dictator again.
