the Congress

They can reconvene whenever they think proper.
However, under Article III sec 2 Trump can require them to convene, but there’s no way to then make them do anything. Schwarzenegger tried that with the California legislature, though I don’t recall the reason why. They refused to do anything, then adjourned. I don’t think such a move by Congress would work in this atmospheres though if they’re only going to convene to squander more
Money I’d just as soon they didn’t.
