Scary stuff!! But then the WHO commended China on their handling of the epidemic in Wuhan.

It’s pretty ridiculous. The lockdown forced people to stay at home and now they’re claiming their own policy is contributing to the spread of the virus. What a shock, they don’t know what they’re doing. Forcing kids to go home from college was the dumbest thing imaginable. That was a perfect separation of low-risk from high-risk populations that was perfectly sustainable and not disruptive to anybody.
The sick should be quarantined, there is no question about that. We have an age-old word for that policy because it’s been accepted by civilized society for centuries. But forcibly moving people is not how it’s done. Generally it means forcing someone to stay where they are. If a healthy person wants to get out of there, then it’s reasonable to have a facility where they can voluntarily stay. But in point of fact, you should be assuming they’re infected at that point. Without an instantaneous test, you are not going to want to be moving anyone in that household anywhere.
