Did I miss something? Since when has "recommended" meant "dragged off the bus by cops"?

I noticed this at the market today - the announcement about one-way aisles, face masks, etc. said it was being done to meet "requirements".

How did CDC "guidelines" mutate into mandates and "recommendations" morph into requirements?
