Was her question about why they weren't specifically looking for health exceptions in the African-American community from the start?
If they were to have done that, would they have been called racist for assuming that something was different with African-American patients versus everyone else?
They best they did (and could have done) was identify the trend in the data and call it out for further action.

I think Pence would be a competent President but one must become President first. Capable and hardworking as he is, I’m not sure he has the charisma to win an election.

Acosta asked a decent question about recording death with covid-19 vs. dying from covid-19, and is getting a decent response from Dr. Birx.
However, he didn't need the characterize it as "padding the numbers," he could have simply asked about why they were doing that.

Yes, exactly... That's what I should've said above. I don't think Pence has the charisma either to become POTUS. I believe Mike Pompeo does have the necessary charisma though...
NO ONE will ever replace President Trump though! There's just no one with his unique personality.
