3 things to keep in mind:
1. IG’s have oversight authority over Departments and Bureaus and answer to POTUS through the Department head.
2. IGs are appointed by POTUS and do not have to withstand Advise & Consent in the Senate.
3. IGs are NOT part of the SES and continue in their position at the “pleasure” of POTUS.
These guys a gun-slingers; mercenaries.

2. IGs are appointed by POTUS and do not have to be reviewed by the House (consultation) before being nominated (see also Schiff’s letter to Grenell). Interim IGs do not withstand Senate Advise & Consent.
