The Crew needed to understand that the Captain had done wrong, and that it was not okay for him to get away with it. The secretary used some intemperate words, but his message was correct. The Captain had done wrong.

I agree. I will go even further and say IMHO the SECNAV didn't say anything wrong. Having read his whole speech, he made excellent points and the "either stupid or naive" remark was actually kinder than I think Crozier deserved. How unfortunate that he got badgered into apologizing. He should have stuck to those words like John Wayne.
