Along those lines, I have always said that after 1945, if the US had just announced that no country — absolutely none — wuld be allowed to test atomic weapons, the world would be a better place. If the USSR explodes a bomb, we nuke Moscow. If Red China has a test, we nuke Beijing. Tell the UK — no atomic weapons for you, my good friend: we will nuke London; no joke.
We would live in a nuclear free world because only the US would have atomic/thermonuclear weapons, and the principal use of those weapons would be to make sure that no one had those weapons.
Biowarfare should be the same — if a nation is messing with that stuff, they ought to lose a few cities.
