Trump can use his authority under the National Defense Production Act to order businesses reopened. He can't order customers into the front door, though. What is he going to do -- make the U.S. Department of Defense contract with every restaurant in America to buy meals from them?

Trump can use his authority under the National Defense Production Act to order businesses reopened. That sword does cut both ways, as businesses have to have the funds to re-open. In other words, the federal (or state) government cannot compel people to work a job.
