What you describe is a purchasing error.
The products should have routinely been tested to assure they met the specifications. There are many inspection agencies in China or laboratories in the USA that serve that very purpose. There ASTM specifications that the purchasers obviously did not stipulate in their purchase orders.

Leave them under a UV light for a week. Spray them with Lysol and let sit for a week. Dunk them in bleach the third week. Leave out in the sun for another month. Then check for CV.
