This is complete and utter BS - every letter sent from a US Navy Ship is serialized - this one isn’t.
Strange there’s no endorsement from the Battle Group Commander, which would be standard procedure. No CVN CO is this stupid.
Nothing about this ‘letter’ passes the smell test. It’s not that hard to get letterhead from a ship and have a few disgruntled, soon-to-be court-martialed, sailors pen an embarrassing note.

What was "leaked" to the lib press is almost certainly an amateur knock-off of typical USN phraseology. It is highly unlikely the "letter" Navy Secretary Thomas Modly may have spoke about to CNN.
Easy to imagine investigators are hard at work on this one.
The fact that it is a letter doesn't even pass the smell test. A ship's CO wouldn't send a letter like this on a subject like this. He would send an op immediate secret message to his TF commander, his administrative commander, cc Pacific Fleet, oh and since it's a CVN, the Director of Naval Reactors, given that this has a immediate potential impact on the safe operation of a naval reactor.
