What else wou he like the fedgov to fill warehouses for, just in case black swan event happens? Radiation suits?

Yep, fill the warehouses with a billion dollars of stuff that all expires in less than five years, just waiting, waiting, waiting for the black swan event in 10, 20, 50 or 100 years. Makes perfect sense.

Here’s one example (fortunately with a happy ending. 157 ventilators were shipped to California last week from some old federal depot where they had been stored for years and NOT ONE of them worked. Lots of parts just deteriorate in storage, rubber seals and o-rings dry out, calibrations go bad, electronics degrade, old software may not be available. Fortunately, the California company Bloom Energy (they make fuel cells) stepped up and is refurbishing all of the ventilators, so they will be in service shortly.

So, even if you had unlimited money, it makes ZERO sense to load up warehouses with stuff that wears out or chemical reagents that expire.
