You have it backwards. Cuomo didn't want a quarantine...in fact, he was quite vocal and mad about it this afternoon.

I think in the end, Trump probably had no legal authority (because his legal staff was looking into that) and without the 3 governors approval, how would you enforce?

That would be a logistical nightmare, so Trump backed down.

I think Trump’s action was primarily a bluff, since there are many leftists who are calling for a total lock-down of the entire country. Well, threaten to make it real...particularly in Dem controlled areas - And suddenly they’re changing their tune.

I recall that Trump was initially in favor of just taking precautionary measures, looking for a treatment and vaccine, and going on with life. Pity he didn’t stick with that approach, but then we had people like Cuomo going out, emoting and saying he didn’t want his mother to die...

He had every legal authority to order a complete blockade of those states, and enforce it with the NATIONALIZED National Guard...even the US Army.

Congress has given this power to POTUS for over 100 years, and most recently updated it in 1976.
