They inserted the bill inside the shell of a house bill to get around that technicality.

True, that's why the senate did the same trick they did for Obamacare. They took a house bill and amended it by removing all of its text and replacing that text with the stimulus bill.

Rep. Massie tweeted about that, as did others.

Apparently nobody on Capital Hill cares about the actual intent of the Constitution as far as the origination of spending bills anymore.

This bill actually DID originate in the House — as did Obamacare, despite all the silly braying you hear from ignorant conspiracy theorists who say otherwise.
