My guess is that Slow Joe gets the nomination, but then steps down shortly after for “health reasons” and Cuomo gets the nod.
Joe might even announce that he is stepping down before the convention begins, but then go through the motions with the nomination before he formally hands the reins over.

Hate to burst your bubble, but if they go to a brokered convention, Cuomo will be the guy. Biden won’t have enough delegates to clinch the nomination on the first ballot. After that, delegates are released to vote for whomever someone nominates.
You can bet the New York Delegation will nominate Cuomo and there will be a groundswell to carry him forward.

The Cuomo route to the presidency is as VP to Biden. Joe/Andrew win and Biden passes on or resigns for health reasons. Voila Cuomo. He goes trans and it’s a trifecta. Italian woman president. Of course his girlfriend would have to go along. And then there’s Biden’s wife. She wants in. This could get complicated.

The party can nominate anyone it wants at the national dem convention they set their own rules. It is almost certian Cuomo is the second on the ticket at the nationals this is why Cuomo is already being groomed by the media. He gets equal or better time on CNN and MSNBC than POTUS for his daily briefs. He also is on record as saying all life is more important than the economy that resonates with a good portion of the people who see the 5 trillion dollar plus bail out going to big corporations. He throws in national single payer for the soon to be hundreds of thousands with hospital debt due to CV and he will win the nomination easily and probably the November election if this goes to a million infected and 6 months of sickness.
