I have a family member in the health care industry and also
working with schools, who needed to be tested. They had to
wait 24 hours before they opened up a facility.

prevented the private sector from stepping in to pick up
the slack for a period of time.
Militarize the CDC. Treat it like the Coast guard - under DHS during peace time, moved to DoD during war/emergency. Appoint Birx the first commander; re-commission and promote her to general.
Treat Friday 3/13 as Pearl - re-invent our entire bio early warning/detection/response system. A bio-NORAD if you will. Incorporate integrated rapid response/resource allocation via x-agency/x-state/local mechanisms for actual incoming bio-terror attacks.
