Packaging for consumers is part of the manufacturing process. By outsourcing this mundane work the actual manufacturer can make more product in the same time with the same resources. Did anyone really think prisoners were mixing chemicals and using sophisticated test equipment?
The main raw ingredient is ETHANOL. Whatever could go wrong?

Maybe that was the story I heard. For a lot of things, I don’t obsess about expiration dates if the period isn’t extreme. But now, with a life-and-death situation, and 10 years beyond expiration date ... I wouldn’t want to gamble and take the risk.
