Clay Jenkins is a Dallas County judge, star at the top of the pyramid in local politics. He thinks he can rule by decree and in Dallas County I guess he can. Truth be told, that scum butt democRAT doesnt even live in Dallas County. He lives in Waxahachie, in an adjacent county. Shouldnt there be a law about that?
In some states judges and justices of the peace are empowered and even required to make decisions like closing down facilities (communities) for public health reasons. I don't know if Texas is one of those states.

In Texas, County judges have the final say when it comes to health matters, if I remember correctly. That way local issues can be dealt with without having to go to the state. This is also why he was front and center a couple of years back when the Dallas nurse caught Ebola.

Presiding officer of the commissioners court
Represents the county in many administrative functions
Serves as budget officer in counties with fewer than 225,000 residents
Most have broad judicial duties, such as presiding over misdemeanor criminal and small civil cases, probate matters and appeals from the Justice of the Peace Court
Serves as head of emergency management
How is a judge able to order a lockdown? That is pure executive power.
In Texas, the county judge is more of an executive position.
