Mayor Deborah Frank Feinen signed the executive order on Thursday declaring a state of emergency for the city. That executive order, which is in line with municipal code, comes with extraordinary powers for the mayor to enact over a short period of time as the city combats the spread of the coronavirus.

...How does the municipal code allow her to just give herself any powers she wants? How does the State allow it? I know it's IL, but still.. I don;t think that's allowed under the Constitution either. Plus, taking private property is eminent domain, which requires at minimum market compensation, not to mention that's limited in the reasons it can be done. And, forcing businesses to close is basically a subset of eminent domain, so is the city reimbursing those businesses for the gov takings?
