Problem is a lot of reformers were sent to gulags before Yeltsin got his chance to turf Gorbachev. These people are like buyers of Mega Millions tickets hoping to strike the jackpot. Difference is that in totalitarian dictatorships, the price of buying a ticket for a chance at the top spot is a lot higher.
