Audit: California lottery didn't give required $36M to schools

 Tens of millions of dollars owed to California's schools were never paid, according to a new audit of the state lottery commission.“The lottery has not provided required funding to education,” according to the audit released Tuesday.

Part of the mandate in the creation of the California State Lottery was that money raised from lottery funds was supposed to go to the state's schools. According to the state auditor's report, the lottery is supposed to increase its funding in proportion to any increase in net revenue, meaning that the more money the lottery makes, the more it’s supposed to pay out to the stat for education.

In the 2017-18 fiscal year, the lottery didn't do that, according to the auditor's report -- to the tune of $36 million.

This comes in an election year when bonds and propositions to help pay for school, college and university infrastructure are on the primary ballot.

The audit also said that the lottery has not prioritized education funding when it sets the budgets for the year.The report also said there was a lack of oversight by the State Controller's Office. The lottery has been signing contracts, millions of dollars’ worth, without putting them out for bidding.

One contract was for hundreds of thousands of dollars for trade shows at hotels. With no competition for the contract, the lottery paid what the contract stated.That included food contracts that charged $45 for a dozen cookies, $60 for a dozen granola bars and $99 for a gallon of iced tea.

The auditor recommends the Legislature require the lottery to pay that $36 million, that the commission budget to provide maximum funding for education and that the controller's office conduct audits of the lottery's contracts every three years.

Newsome has done this many times with this and other “funds” and spirited them away to nonsense things Like Global Warming which is a path they use to wash funds and then fill their bank accounts

The legislature already did. It is part of the law already. Now prosecute those that did not obey the law.

Wait, the purpose of the lottery was to gather money for the schools, not actually give it to them. That’ll be a separate department. Later.

One of our DIls was telling us about this scam last week.

“In the 2017-18 fiscal year, the lottery didn’t do that, according to the auditor’s report — to the tune of $36 million.”

The relative new city they live in is losing students every week to college and trade schools as the original home buyers are in their 50’s now with most of their kids in college or trade schools.

The Dil is using my old trick of making copies of her property tax bills showing all of the taxes added just for the kids. Their school district and local colleges have increased their property taxes by 8K$’s per year in the last 5-6 years with decreasing # of kids in school.

The teachers are planning a 1 day walkout soon. Our Dil and her friends are planning a counter demo with signs re no more taxes for the kids and handing out copies of their property tax bills showing the increases with decreasing kids in school.

My wife kidded about crabgrass and local taxes making liberals conservative. Both DIL’s agreed.

And, the taxes from legalized narcotics didn't go to the promised directives. And the increased gas tax didn't go to repair kommiefornia's highways.

And, kommiefornians have been burned again, and again, and again. But like castrated sheep, they do what they're told.

As bad as those schools and the people that run them are, not having $36M probably doesn’t matter.
