PARISFrench President Emmanuel Macron moved Saturday to pass his pension overhaul without a vote in the legislature, seeking to brush aside tens of thousands of amendments filed by opposition lawmakers to slow debate.

The French constitution allows the government to pass legislation without the approval of the Assemblée National, the main body of the French legislature. The move can only be blocked by a successful vote in the legislature on a motion censuring the government.
But that is unlikely to happen since Mr. Macrons party, Republic on the Move, controls the legislature.

Mr. Macron wants to establish a system that would calculate pensions based on the entire salary history of an employee. Current rules set pension payments for private-sector workers according to their 25 highest-paying years. For civil servants, pensions are based on the last six months of salary before retirement, when public-sector salaries usually peak.

Pension overhaul means we are setting it up so it is easier to steal your money without having others in the way
Same here in NJ; it just builds up a massive IOU that prevents the state from being truly competitive with other states (never mind foreign competition) when trying to attract or retain businesses (or high earners).
Who wants to buy a share in a massive IOU?
