Macron Bypasses Lawmakers to Pass France Pension Overhaul

PARIS—French Pres­i­dent Em­manuel Macron moved Sat­ur­day to pass his pen­sion over­haul with­out a vote in the leg­is­la­ture, seek­ing to brush aside tens of thou­sands of amend­ments filed by op­po­si­tion law­mak­ers to slow de­bate.

The French con­sti­tu­tion al­lows the gov­ern­ment to pass leg­is­la­tion with­out the ap­proval of the As­sem­blée Na­tional, the main body of the French leg­is­la­ture. The move can only be blocked by a suc­cess­ful vote in the leg­is­la­ture on a mo­tion cen­sur­ing the gov­ern­ment.

But that is un­likely to hap­pen since Mr. Macron’s party, Re­pub­lic on the Move, con­trols the leg­is­la­ture.

Mr. Macron wants to es­tab­lish a sys­tem that would cal­cu­late pen­sions based on the en­tire salary his­tory of an em­ployee. Cur­rent rules set pen­sion pay­ments for pri­vate-sec­tor work­ers ac­cord­ing to their 25 high­est-pay­ing years. For civil ser­vants, pen­sions are based on the last six months of salary be­fore re­tire­ment, when pub­lic-sec­tor salaries usu­ally peak.

Strange constitutional setup ... but good proposal. The last six months (or last year) basis for pensions is designed to enable public sector union members to gabe the system with last minute overtime and such shenanigans.

Here in Louisiana, it’s usually the highest 3 years. Cops and sheriff’s deputies are experts at working the system.

Pension overhaul means we are setting it up so it is easier to steal your money without having others in the way

Same here in NJ; it just builds up a massive IOU that prevents the state from being truly competitive with other states (never mind foreign competition) when trying to attract or retain businesses (or high earners).

Who wants to buy a share in a massive IOU?
