Put him in a small cell...alone...24 hours a day.No lights,no windows,no TV,no books,no visitors (security reasons of course).Arrange for some kind of crossbeam to be installed in his cell.
And then accidentally leave a nice,sturdy,large bed sheet in his cell.
Before long.he'll no longer be a problem.
