With current facial recognition technology we could accomplish the same end by just taking everyone's picture at the voting place. Even if the person is not in a current database, he could easily be added as voter #1, voter #2, etc.
This overcomes all court objections to the time, cost and inconvenience of obtaining voter ID and would cut down immensely on voter fraud. As well as giving evidence of any illegal voting.
This is why the RATs are so opposed to facial recognition...
